Scope and Limitations

The report should begin by clearly defining what was investigated and what was not. A whole-building investigation differs fundamentally from a targeted investigation of a specific leak complaint. The scope section identifies which building elements were assessed, which areas were accessed, and which test methods were employed. Equally important, it states the limitations — areas that could not be accessed, conditions that were not tested, and any constraints on the investigation such as weather, occupancy restrictions, or budget limitations.

A competent report will never claim to have identified every defect in the building. It will characterize the investigation as a representative sampling and note that concealed conditions may differ from those observed at the specific locations examined.

Building Description and History

This section documents the building's age, construction type, cladding systems, roofing type, and relevant history including prior repairs, known complaints, and any available original construction documents. This context is critical because it establishes baseline expectations for the building's performance. A 1985 wood-framed condominium with original stucco has a different failure profile than a 2015 Type I steel-framed mixed-use building with a curtain wall system.

Field Investigation Findings

This is the core of the report. It documents what was observed, measured, and tested during the field investigation. Findings are typically organized by building element (roof, walls, windows, decks) or by location (elevation, floor, unit). Each finding should include:

  • Observation: A factual description of the condition observed, supported by photographs
  • Location: Specific identification of where the condition was documented
  • Significance: An assessment of whether the condition is a defect, a code violation, a maintenance issue, or within normal expectations
  • Testing data: Results of any water testing (ASTM E1105, AAMA 501.2), moisture measurements, infrared thermography, or destructive investigation at that location

The best reports maintain a clear distinction between observations (what was seen) and opinions (what it means). Photographs should be abundant, clearly labeled, and referenced in the text. Moisture meter readings should include the instrument type, measurement scale, and threshold values used to categorize readings as normal, elevated, or saturated.

Analysis and Conclusions

This section interprets the findings. It identifies patterns, connects individual observations to systemic causes, distinguishes between design defects, installation defects, material failures, and maintenance deficiencies, and assesses the overall condition of the building envelope. The analysis should reference applicable building codes (CBC, IBC), industry standards (ASTM, AAMA, SMACNA), and manufacturer installation requirements where relevant.

Conclusions should be specific and defensible. Vague statements such as "the building exhibits moisture intrusion issues" without identifying the cause, mechanism, and affected scope are of limited value. Strong conclusions connect specific defects to specific consequences — for example, "the absence of kick-out flashings at the roof-to-wall intersections on the north elevation has resulted in moisture intrusion into the wall framing, causing fungal decay in the rim joist and bottom plate at the observed probe locations." Recommendations

The recommendations section translates the findings into actionable repair guidance. Recommendations should be prioritized — typically as immediate/safety-related, near-term, and long-term — and described with sufficient specificity to serve as the basis for developing repair specifications and obtaining contractor bids. A recommendation to "repair the waterproofing" is inadequate. A recommendation to "remove the existing traffic coating system on all balcony decks, inspect the plywood substrate for decay, replace deteriorated sheathing and framing, and install a new hot-applied rubberized asphalt membrane with a reinforced traffic coating" provides the specificity needed for action.

Red Flags in a Report

Certain characteristics should raise concerns about a report's reliability. Reports that lack photographs, omit testing data, fail to reference applicable codes or standards, do not define the investigation scope, or present conclusions without supporting observations should be viewed skeptically. Reports prepared by contractors who will also perform the recommended repairs present an inherent conflict of interest — the investigator has a financial incentive to expand the scope of recommended work.

Using the Report Effectively

A building envelope investigation report should serve multiple purposes: it informs repair planning and budgeting, supports insurance claims, documents conditions for construction defect litigation, satisfies due diligence requirements for property transactions, and provides a baseline for monitoring ongoing performance. Building owners who invest the time to understand the report — or engage a knowledgeable consultant to walk them through it — are positioned to make informed decisions rather than relying on contractor recommendations that may not reflect the full picture.
